North Carolina's New UST Operator Training Requirements
Dear UST Owners
and/or Operators:
The NCDENR UST
Section has implemented UST operator training requirements as
mandated in the federal Energy Policy Act of 2005. North Carolina's
program
will train UST operators in accordance with the federal requirements by
August
8,2012. Each UST facility Owner must identify at least one Designated
Operator
and at least one Class C Operator for each UST facility. A Designated
Operator
is an employee of the UST owner or operator who has responsibility for
the
day-to-day aspects of operating and maintaining the UST system,
including
recording keeping. A Class C Operator is an employee of the UST owner
or
operator who has daily control over fuel sales and dispensing, and is
responsible for responding to alarms and emergencies. The UST Section
will
train Designated Operators, and Designated Operators will in turn train
Class C
Operators.
Operator training for Designated Operators will be completed one
facility at a time during each facility's next scheduled compliance
inspection
some time between now and August 2012. UST owners will be notified
ahead of
time of a scheduled compliance inspection that includes operator
training. To
receive a "Trained Operator Certificate," a Designated Operator must
be present at the inspection, he/she must pass an "Operator Regulatory
Knowledge
Assessment" and the facility must be in compliance with federal and
state
requirements.

describes
who must receive training, what topics are covered during
training, and how and
where training is conducted.
